Inmetro presents New Regulatory Model Proposal to BMWi

Brazil’s National Institute of Metrology, Quality and Technology (Inmetro) introduced its current reform proposal to BMWi to obtain feedback from the German side.

Inmetro, the Brazilian Institute for Metrology, Quality and Technology, is currently working on a new regulatory model. On 28 May, Inmetro met with the German Federal Ministry for Economic Affairs and Energy (BMWi) and German QI institutions, such as the National Metrology Institute of Germany (PTB) and the German Institute for Standardization (DIN) and presented its reform proposal. The continuous support of the German-Brazilian QI-Dialogue through GPQI essentially contributes to the development of the modernisation proposal.


During the meeting, Inmetro shared insights for a new regulatory environment. The institute also addressed important changes in market surveillance and conformity assessment schemes as well as formulation and revision of technical regulations.


The reform proposal was developed during the past year and reflects important principles of the European New Legislative Framework (NLF). Currently, operational details on the implementation are still being refined.

 

The proposal


• foresees a risk-based approach to conformity assessment and market surveillance as well as a higher responsibility of the manufacturer/importer (self-declaration of conformity according to the risk level of a product).

 


• stresses the voluntary character of technical standards and suggests that these should basically refer to essential requirements.

 


• suggests that international best practices from Europe and the United States shall be taken into account when developing technical regulations.

 


• considers the possibility of promoting and accepting foreign conformity assessment results.

 


After Inmetro’s presentation, BMWi and German stakeholders discussed the proposal. BMWi thanked Inmetro for the special opportunity. In the ongoing feedback process, the ministry will further contribute to the proposal.
