Dear readers, The interest in international cooperation on QI is constantly increasing. The Global Project Quality Infrastructure (GPQI) enables international dialogues on QI. It is commissioned by the Federal Ministry for Economic Affairs and Energy and is implemented by GIZ. Its five partner countries are: Brazil, China, India, Indonesia and Mexico. This newsletter updates you on all relevant developments and combines all news from our partner countries. Let us look back on the highlights of 2021 together. In April, the German-Indonesian dialogue on quality infrastructure was officially launched at the Hannover Fair – thereby adding a new country component to GPQI. In the same month, GPQI Mexico kicked off a workshop cycle with more than 600 participants. The five-part event series provided an overview of the QI systems in Mexico and Germany. The GPQI team in India released a guideline for CE marking for personal protective equipment (PPE) in June. It clearly defines how CE markings’ authenticity can be assessed. PPE plays an essential role in protection against infections such as Covid-19. VDMA experts met with stakeholders from the Brazilian manufacturing sector in July. Together, they discussed the OPC UA (Open Platform Communications Unified Architecture) communication standard. OPC UA is a central prerequisite for the introduction of Industrie 4.0 into manufacturing. GPQI China recently published the whitepaper “Overview of Communication TSN technology for Smart Manufacturing including relevant standards”. It describes the importance and development of time sensitive networking technology. The white paper was the first publication in the new GPQI design. As part of the rebranding process, the design of the GPQI website was improved. The navigation is now more intuitive and the website offers a wide range of information on the dialogues with our partner countries. We are especially pleased to report on our first global event: The launch of the BMWi publication "United in Quality and Safety" has been a success. The hybrid two-day event included presentations and panel discussions with high-ranking experts from the German Federal Ministry for Economic Affairs and Energy (BMWi), the European Commission, QI institutions and the industry. 1. EVENTSFirst Conference on Industrie 4.0 Standardisation2021-11-17–2021-12-02 Together with The Brazilian Association for Technical Standards (ABNT) and the Brazilian Chamber for Industrie 4.0, GPQI has invited to the first Conference for Standardisation on Industrie 4.0. The last workshop "Industrial Systems Interoperability" will take place on 2 December. The event will be held in Portuguese. If you wish to participate and engage in this discussion, register now!
2. NEWS FROM OUR PARTNER COUNTRIES
2021-11-29 Since November 2021, GPQI has its own YouTube channel. Partners, stakeholders and anyone interested can now find out about the project activities and the QI system.
2021-11-10 On 1 November 2021, the Sino-German Sub-Working Group Industrie 4.0/Intelligent Manufacturing (SWG I4.0/IM) of the Sino-German Standardisation Cooperation Commission (SGSCC) met for the 12th time. The participants took stock of recent achievements and coordinated next steps.
2021-11-02 The Indonesian National Standardization Agency (Badan Standardisasi Nasional – BSN) participated in the conference “From Global to Local: Joining Forces to Help Global Standards Create Local Impact”. Experts from national standardisation bodies discussed the local impact of internationally harmonised standards.
2021-28-10 The stakeholders of the German-Brazilian Working Group on Quality Infrastructure (QI) continue to support the harmonisation of international quality infrastructures. During the Annual Meeting of 2021, the representatives of the working group along with the German Federal Ministry for Economic Affairs and Energy (Bundesministerium für Wirtschaft und Energie – BMWi) signed the work plan for 2021-2022.

3. PUBLICATIONSUnited in Quality and Safety - An introduction to quality infrastructure in Germany and the European Union for policymakers and trade partners
The publication "United in Quality and Safety - An introduction to quality infrastructure in Germany and the European Union for policymakers and trade partners" illustrates how QI institutions in Germany and the EU work together. It provides an overview of the various components of QI: standardisation, conformity assessment and accreditation, metrology and market surveillance. In addition, the system of product legislation in Germany and the EU is explained. Using concrete products as examples, the publication helps to understand how the different elements of QI contribute to high-quality, compliant products and services. The publication is available for download on the BMWi website.
Overview of Communication TSN technology for Smart Manufacturing including relevant standards
The paper “Overview of Communication TSN technology for Smart Manufacturing including relevant standards” provides an overview of the Sino-German standardisation dialogue and offers insights into the future of TSN applications. Describing various standards, applications, conformity assessment processes and perspectives for the future joint development of TSN, it informs about the importance and development of TSN technology.
4. THREE QUESTIONS FOR ... Juliane Spangenberg, Head of GPQI country component IndonesiaIn this format, we turn the floor to those involved in GPQI: our partners, our stakeholders and our team. In short interviews, they answer questions about the status quo of the project and what they are doing to reduce technical barriers to trade. Ms Spangenberg, Germany and Indonesia formalised their approach to harmonise quality infrastructures in 2021. What is the status of the cooperation? The cooperation started by signing a Joint Declaration of Intent at the Hannover Fair in April. The German-Indonesian Quality Infrastructure Working Group was then established. Thematic focal points of the cooperation were defined and recorded in a work plan at the first Annual Meeting on 25 August. Key topics of the bilateral dialogue include the countries’ standardisation policies and strategies, renewable energy standards, energy efficiency, electromobility and Industrie 4.0. A workshop on industrial security was held on 24 November. Another workshop on the topic of global production language is planned for January 2022. Why should Indonesian companies participate in GPQI? Companies can turn to us with their very specific concerns regarding QI and international trade. For example, if they want to export a certain product but encounter difficulties due to deviating standards. Through our efforts to harmonise international standards, we want to help companies avoid time-consuming and costly duplicate certifications. This makes it easier for Indonesian providers to access the European market. As an international dialogue platform, we connect the right people and bundle the expertise of the public and private sector. This way, we bring the needs of the companies directly to the decision-makers and find the best possible solution for all parties involved. What makes Indonesia a special location when it comes to quality infrastructure? With a population of over 270 million people, Indonesia is the fourth most populated country in the world. Its population is especially young and digitally affine. Indonesia is host to the ASEAN (Association of Southeast Asian Nations) Secretariat. With almost 40 per cent of the regional gross domestic product (GDP), it is the largest economy in the ASEAN region. From 2022 it will hold the G20 presidency. As you can tell, Indonesia plays an important role on the regional and on the international level. Therefore, it was of particular interest to us to establish another bilateral QI cooperation with this partner. With our dialogues, we aim to improve the quality and safety of goods people use in their everyday life and help businesses find solutions to challenges they experience in international trade.
