On 30 May 2014, the 2nd workshop on Potentials for Mutual Recognition of Test Reports and Harmonization of Conformity Assessment Procedures between Germany and China was held in Beijing. The event brought together representatives from the German Federal Ministry for Economic Affairs and Energy (BMWi) and the Certification and Accreditation Administration of the P.R. China (CNCA) as well as representatives from industry, from TÜV Süd and TÜV Rheinland, from China Quality Certification Center (CQC) and others.

 

After the welcoming words by Mr. Huang Shouyun, Deputy Director General (CNCA), and Dr. Norbert Schultes, Head of the Division Accreditation and Metrology (BMWi), Mr. Jürgen Husemann (Phoenix Contact) gave a presentation on the harmonization of conformity assessment procedures between China and Germany. He highlighted differences between the certification systems and explored a number of topics for potential harmonization in the areas of market surveillance and product safety as well as certification and accreditation. This was followed by a discussion round and a second presentation by Mr. Jan Hoehne (TÜV Rheinland) on the harmonization of certification principles as well as a recap of the working packages completed during the first stage of the product. Next, the discussion centered on potential pilot products based on which to explore harmonization and mutual recognition of test reports.

 

An agreement on the next steps regarding the pilot product was reached and a timeline to the next workshop and the 4th annual meeting of the Sino-German Working Group on Product Safety was established.
