On 5 December 2014, German and Chinese experts gathered in Beijing to discuss challenges in the development of reference material. The workshop was carried out in the context of a project line, which was agreed in the Sino-German Working Group Product Safety, regarding a common definition of requirements for reference materials for inorganic elements in toys.

At the first workshop on 31 March 2014 at the Federal Ministry for Economic Affairs and Energy (BMWi) in Berlin, experts of both countries had already engaged in exchange on their respective research approaches and decided to explore the common development of reference material to test for content and migration of substances following the European norm EN 71-3.

The second workshop on 5 December 2014 served as a platform to further explore cooperation potentials based on current developments. Participants included representatives from the Federal Ministry for Economic Affairs and Energy (BMWi), the Bavarian Health and Food Safety Authority (LGL Bayern), and the Regional Council Tübingen on the German side, and representatives from local Import-Expert Inspection and Quarantine Bureaus (CIQ) of Shanghai, Shenzhen, Guangdong, Jiangsu and Zhejiang on the Chinese side.

The Chinese participants presented the progress in developing parts of the substances listed in the annex of EN 71-3. Following a suggestion of the German side, further research cooperation will be explored in the first half of 2015.
